Use this form to report your Open Access Postage Reimbursement and Interlibrary Loan Reibursement for FY24. 

You can submit one report or both reports on this form.

Instructions for Counting Open Access Postage

  1. Libraries participating in Open Access shall accept returned items borrowed from any other library in Iowa.
     
    1. Public libraries must use IA Shares to return items to other public libraries. DO NOT REPORT ANY POSTAGE FOR RETURNS TO ANOTHER PUBLIC LIBRARY.
    2. Public libraries should use USPS to return items to any other type of library that is not on IA Shares. Use this form to report postage for these types of returns.
    3. Academic libraries should use USPS to return items to other libraries. Use this form to report postage for these types of returns.
       
  2. Log a record and keep receipts of actual postage spent to return items. When using USPS to return items, receipts are required for reimbursement. Libraries will be reimbursed for the full postage amount spent to return Open Access items. Libraries will not be reimbursed for any other method of return.
     
  3. When you finish filling out this form, you will be prompted to attach copies of your log and receipts. If you need an alternative method to send receipts, please contact Toni Blair at: toni.blair@iowa.gov.

Instructions for Counting ILL Loans to Other Iowa Libraries (We Do Not Reimburse ILL Postage For Returns)

  1. Report only those interlibrary loans to eligible Iowa libraries that were done outside OCLC and SILO during FY24 (July 1, 2023 - June 30, 2024). To simplify reporting, the State Library will obtain your library's ILL statistics from OCLC and SILO and add these to any other loans you report.  If all of your ILLs were done within OCLC and SILO, you do not need to submit an Interlibrary Loan Reimbursement report.
  1. For each item loaned to other Iowa libraries, include verification such as an ALA ILL form, an entry on the Interlibrary Loan transaction log, or a report from an ILL management system such as Iliad or CLIO.
  1. Do not include OCLC or SILO loans. Do not include loans to out of state libraries.
  1. Do not count bulk loans.  Loans of multiple copies for a book discussion group are not considered bulk loans and may be included for Interlibrary Loan reimbursement.
  1. A photocopy of an article is counted as one item regardless of the number of pages in the article.
  1. Loans made to special libraries are not included. 
  1. Institution libraries listed in the Iowa Library Directory are included.
